About Temple Partners S.A.
Temple Partners S.A. is an independent international financial services regulation, compliance and risk advisory consultancy based in Zug, Switzerland.
We advise financial institutions operating across the European Union, Crown Dependencies, European Economic Area and Singapore, helping them understand, navigate and comply with increasingly complex regulatory requirements.
Although Temple Partners S.A. is a newly established business, its founders and members bring more than 30 years of experience in international financial services regulation, advising regulated firms, applicants, boards and senior management on the regulatory perimeter, authorisation, governance, compliance, financial crime and risk.
Our approach is practical and commercially pragmatic. We do not simply identify the applicable rules; we help clients understand what those rules mean for their business and whether and how they should be considered and implemented in practice.
What We Do
Temple Partners S.A. provides advice throughout the regulatory lifecycle — from determining whether a proposed activity falls within the regulatory perimeter, through authorisation and registration, to ongoing compliance, regulatory change, transactions and Regulator scrutiny.
Our work includes:
Regulatory perimeter and structuring advice — assessing whether proposed activities, products and business models require authorisation, registration or other regulatory permissions. Structing business models to sit legitimately outside of regulation.
Regulatory applications and registrations — supporting new applications, registrations and extensions or variations of existing permissions.
Change in Control and corporate transactions — advising firms, shareholders and acquirers on regulatory notifications, approvals and engagement arising from acquisitions, disposals and changes in ownership or control.
Approved Persons and senior management — assisting with applications, fitness and propriety assessments, governance, responsibilities and regulatory expectations applicable to individuals performing controlled or senior functions.
Regulatory investigations and enquiries — assisting firms in responding to regulatory enquiries, information requests, supervisory reviews, investigations and remediation exercises.
Compliance frameworks — designing and reviewing proportionate compliance policies, procedures, monitoring programmes and governance arrangements tailored to the client's activities and regulatory obligations.
AML and financial crime — developing risk-based AML, CTF, sanctions and wider financial-crime frameworks appropriate to the client's business, customers, products and geographic exposure.
Risk and prudential frameworks — supporting governance, risk management and prudential processes, including ICAAP, ICARA and associated regulatory assessments and documentation where applicable.
Regulatory reporting — assisting firms with regulatory returns, reporting obligations and the governance and controls supporting them.
Regulatory remediation — identifying weaknesses in existing arrangements and helping boards and senior management develop practical and defensible programmes for addressing them.

We understand that regulatory requirements cannot sensibly be considered in isolation to the commercial activity to which they apply. Our advice therefore begins with the client's business model, products, customers, transaction and fund flows and strategic objectives, before considering how the relevant regulatory framework applies.
International Reach. Local Expertise.
Financial services businesses increasingly operate across borders, while regulation remains substantially jurisdiction-specific.
Temple Partners S.A. bridges that gap.
From our head office in Zug, we advise across the European markets, Crown Dependencies and overseas, working where appropriate with an established network of experienced corporate services providers, regulatory consultants, local law firms, accountants, tax advisers and other professionals.
Our founders' longstanding experience in financial services regulation also means that we understand the importance of effective regulatory engagement and we have developed professional contacts and experience of dealing with regulators across the jurisdictions in which we operate.
Our Approach
Regulatory expertise with commercial understanding
Effective regulatory advice requires more than an understanding of the rulebook. It also requires an understanding of the client's business and how the rules apply to that business.
We seek to provide advice that is technically rigorous, proportionate and capable of being implemented in practice.
Tailored, not templated
A compliance framework should reflect the risks and realities of the business it governs. We therefore develop regulatory, compliance, AML and risk frameworks around the client's actual activities rather than imposing generic policies or standardised solutions.
Senior-level involvement
Our clients engage us for experienced regulatory judgement. Matters are therefore led by senior professionals with substantial financial services regulatory experience.
Constructive regulatory engagement
Whether supporting an application, responding to a request for information, managing a Change in Control or assisting with a regulatory investigation, our objective is to help clients engage with regulators clearly, accurately, openly and transparently.
Connected expertise
Where a matter requires specialist local legal, tax, accounting or other professional advice, we work collaboratively with the client's existing advisers as well as with appropriate independent specialists within our professional network.
Experience That Matters
Temple Partners S.A. is newly established, but the experience behind it is extensive.
Our founders and members bring more than three decades of experience in international financial services regulation, spanning regulatory advisory work, compliance, governance, financial crime, authorisations, transactions and engagement with regulatory authorities.
That experience allows us to approach regulatory questions not simply by asking “What do the rules say?”, but by addressing the questions that matter to our clients:
Does the regulatory perimeter apply?
What permissions or registrations are required?
What will the regulator expect to see?
Where are the regulatory risks?
What needs to change?
How can those requirements be implemented proportionately, effectively, and cost efficiently?
And how should the position be explained and evidenced to the regulator?
Temple Partners S.A.
Regulatory clarity for complex financial services businesses.
From market entry and authorisation to ongoing compliance, transactions, regulatory change and regulatory scrutiny, Temple Partners S.A. helps financial services businesses understand their obligations, manage regulatory risk and engage confidently with their regulators.
